The judgment in comment highlights the obligation of the public administration, regarding a request by a user to obtain the management of a state property, to conclude the procedure with an express provision. In particular, in concessions, where the management agreement has already been stipulated, the administration must proceed without delay to adopt the concession in order to ensure the certainty of the legal relationship between the parties.
